The album was written by members Donald Fagen and Walter Becker, recorded at THE VILLAGE RECORDER in Los Angeles in August 1972, and produced by Gary Katz. It features tight song structures and soft rock, folk rock, and pop sounds, as well as philosophical and abbreviated lyrics; two songs recorded during the CAN'T BUY A THRILL sessions were removed from the album and released as singles." The only Steely Dan album to feature David Palmer as lead vocalist, due to Donald Fagen's concerns about singing live.Drummer Jim Hodder also sang lead vocals on one song, "Midnite Cruiser" (sometimes spelled "Midnight Cruiser"), and sang on the single "Dallas. By the time recording began on the next album, the band and producer Gary Katz had convinced Fagen to assume the role of full lead vocalist. The album cover featured a photomontage by Robert Lockert that included an image of a row of prostitutes waiting for customers in the pleasure district of Rouen, France. This image was chosen because of its association with the album title. Walter Becker and Donald Fagen themselves commented on this album art in the liner notes of the reissue of THE ROYAL SCAM, saying that THE ROYAL SCAM album "has the ugliest album cover of the 70s (except for CAN'T BUY A THRILL )" and commented that it was "the ugliest album cover of the 70's.This jacket was banned in Spain under the Francisco Franco regime, and a photo of the band playing in concert was used instead.
