World War III has broken out. Tokyo and other Japanese cities become targets of bombings by countries around the world and are engulfed in red flames. The former hypocenter, which was contaminated by the bombing, is called the Black Spot, and is still isolated from the non-polluted area, "City," by a huge wall. Somehow, people have come to live in this desolate land. Many of them could not live long due to the contamination of the land, but the situation changed drastically when some of them began to awaken to their mysterious abilities. Fire, wind, gravity, and other supernatural powers (fragments) were manipulated by these "Needless," as they were called by the city's residents with a sense of awe. This is the story of the battle between the mysterious giant pharmaceutical company Simeon, which plans to dominate the Black Spot by using its power for military purposes, and those who oppose it.
