The arrangements are by Spanish composer Joao Alberto Amargos and Claudio Constantini, who plays the bandoneon here, with some work by Zemtsov and others, and are poetic in nature, evoking the melancholy, roughness, liveliness, and joyful surrealism of Latin America. It's a poetic and joyous surrealism.
