He studied composition at the Latvian Conservatory with Jáceps Vitols and conducting with Jánis Medinš. He then studied piano in Paris with Kassadosh and Gieseking before returning to Latvia to work for a broadcasting company. After World War II, he was professor of chamber music classes at the Latvian State Conservatory. He is an extremely prolific composer, with works ranging from six symphonies and ten concertos to songs and large-scale choral works, including some 100 piano pieces that are in the vein of Scriabin and Rachmaninoff, but with subtle hints of Debussy and Latvian folk music, and a hint of jazz influence here and there. All of them are wonderful. However, most of these pieces have not even been published, and most of the pieces on this album are performed from manuscript scores. Pianist Nora Ruse, a native of Latvia and a member of the Latvian Composers Union, plays these difficult pieces with great skill. The album ends with Cepitis' own performance of \"Ligo Night Liguo\", a Latvian Midsummer's Eve celebration, first recorded in 1935 at the Latvian Radio Studio.The fast tempo and skillful technique of his playing suggests that he was an excellent pianist in his own right.
