The reason is that the opera had so many problems that it was performed in concert form, but there was no prospect of a complete premiere, and Prokofiev, considering the future of the work, reconstructed it as a symphony based on some of the themes from the opera. Prokofiev had great confidence in this symphony, and it is indeed an exciting and magnificent work. The \"Scythian Suite\" was originally composed as ballet music, and when a sketch was presented to Diaghilev of the Ballets Russes, he refused to perform it, so it was rewritten as a concert suite.
